Honda civic 1994-1996 1.4 four door boot with wierd key fob problem?

My mom has a Honda Civic 1.4. she has had it many years and lets me drive it. But she was told that the way the key fob works is normal.... what do you think?
the key fob will ONLY lock or unlock the doors when you stand right by the drivers door and point the fob at the right angle through the window. If your not standing in the right position, or more then 1foot away the car will not respond.
It seems mad that Honda would make a car fob work so stupid. For all the messing about you might as well bin the fob and use the door key, as your already right by it, and it would take less time to lock/unlock the doors.
I suspect there is a problem with the sensors, but the sales guy didnt want to sort it out, so lied about the problem saying it is a standard feature of this model of Honda civic.....
