Honda Civic 1.7 CTDI turbo problems!?

I had the engine light come on again today resulting in a massive loss of power. In fact the turbo was not working at all! I was only able to drive the car at no more than 40mph in 4th gear!!! Anyway it's happened 6 times now in 2 weeks so I took it to the Honda dealer and explained my frustration with the car and got a free diagnostic testing done. Unfortunately after 20 minutes of waiting at the dealer, I was told that the turbo needs replacing!!! due to a problem with the turbo. The only strange thing is, is that the car drives normal now but I do need to drive it bellow 3000rpm otherwise I lose more power again. The thing is Honda says the turbo is broken but it still works! so is it really broken or are they trying to make big money from me? I would have thought if it was broken it would not work at all. Unfortunately this is going to cost me £500!!! including labour which is £46! an hour to replace. Is it really worth me doing this or should I just part exchange my Honda for a Skoda Octavia RS and hope it will be more reliable?
I saw one on the website and was offered 3k off the price of the Skoda in exchange for my Honda which would leave me to pay just under 2k over 2 years. Or would it be better for me to just pay £500 to replace the turbo and hope nothing else goes wrong with it? I've never owned a Skoda before so I've got no idea what they are like or how reliable they are. Saying that though, I was told Honda's were the best cars ever! Until this happened. Any advice? Before I forget the Honda salesman told me I was lucky I didn't own a 2.2 CTDI Honda Civic the new shape with a turbo problem because it would have cost me 2k to replace it!!!! Thanks Honda for that info, that's really put me off buying one of those in the future!
