Honda CB550, is it bad that my tach has water stains inside?

Hello peoples,
I have a 1975 Honda CB550 and the tach face has water stains where those 2 screws go. It seems to me like this would only be able to happen if the whole gauge had filled up with water on the inside, and I'm wondering if there could be damage in there.
