Honda C102 Clutch help??? Transmission?

it dont have to be running to shift check the shift drum. one of the dogs that ride on it might have a bad spring so its lost tention.

I bought a 64 Honda c102. Clutch was missing. I got a used clutch and installed it. We have not started the motor. After installing and adjusting the clutch, it appears to be in gear. I have tried to put it in neutral and it wont change gears. Does it have to be running to change gears? Please advise..
