Honda Bali Moped SJ50 - steering lock Y/N ?

My insurance company if saying saying they wont pay up for our stolen Honda Bali Moped (1994) because the manufacturers steering lock was not engaged... I am pretty certain that this model did not have this function.

I have called Honda but they cant answer the question until monday. Can anyone help please?
 
You will have to sort this out with the insurance company, it's not Honda's problem pal, unfortunately I think you are in the gutter for this one.
