Honda Accord LX 2004 A/C not cooling?

Honda Accord LX 2004, condensor and compressor were both changed, but if the temp control is not dialed to very low (even if it is dialed to low), hot air blows out. Things become worse when max A/C is on. Air blows out from the right hand side vents is hotter than the air blows out from the left hand side.
 
Sounds like may be an issue with the actuator that opens/closes the door that directs the air through the heater core.May want to have that looked at. Could be a loose wire or leaking vacuum line under the dash.
