Honda Accord Euro - Dash Lights go dim. HELP?

I have a 2004 Honda Accord Euro and when i have my lights turned off at night my dash and cd player are all lit up but when I turn on my headlights the inside car lights all dim out. It almost seems to be like the power is drawn away from my dash and cd player lighting. My partner checked all fuses, earthing and headlights and all seem ok. What now? HELP. If there is a part I need to replace how much am I looking at paying? Thanks
