Honda 90 cc atc ???????????????????

Just wondered what the defference is in the high and low gear is on my atc The reason im asking is low was out of the atc when i got it so i ran it in high well a couple days ago it just quit moving so i took the cover off the transmission and all the gears teeth were chewed up any help is appreciated thanks in advance
 
There's not that much of a difference between high & low.
While in low, the ATC will feel like it has a little more power to get going from a dead stop.
Fix the sub transmission.
First make sure the regular transmission works, before putting any money into it, to see if you want to do the work.

The small gear on the shaft that has the countershaft - rotate that gear back and forth while you're shifting gears.
If the trani shifts through all the gears, the regular transmission is in working condition.
