honda 350x just put in new cam and rockers.?

when the motor was just put back in the bike it would crank over it would crank over just fine now when i was going to roll it over (crank it over) it would only roll over twice. then i would take a socket and put it on the coil nut and turn it the other way then it would hit something and get stuck again. wondering if something is stoppng it . could it be the cam chain tensioner? or the valve settings? i havent yet put in on tdc (top dead center) to see if it would then fix the problem. anything will help THANKS
