Holiday Hair Dye?

I'm wanting to dye the tips of my hair, and perhaps underneath too, a bright blue.

My hair is dyed extremely dark brown (it pretty much looks like black).

I was considering using Amplified Manic Panic 'After Midnight Blue'.

a. Is there any other brands I should consider?
b. How is the best way to go about this process?
