Hoiw do u make a website for a GM(private server) for world of warcraft!?

Ok here is whats happening, im making an RP private server for world of warcraft and dont have a clue on how to make the web site for it, like i need to know how people can make the accounts on the website so they can log into wow as that account and be on the server, also how to start up a forum and all that jazz, please for the love of god! SOME ONE HELP ME!!!!
