HOA put rental cap in place even if it's not in bylaws?

My wife and I rent out our townhome, have been for over 5 years. It looks like the HOA is now wanting to set a rental cap or attempt to eliminate all rentals. We have about 20% rentals. My question is how can they legally do this since in our bylaws there are no rental restrictions. We rent in NC.

p.s. All of our tenants have been great AND the property values of this community have actually gone up.
