Why is it even illegal? I know the hitchhiker are popular for killing the driver and taking the car but smoking kills you but its not illegal... just another way for government to make money?
hitchhiking has a lot of reasons to be illegal you can't trust people, can cause traffic wrecks, and you don't know how clean that person is they can have lice or something.
