High idle problems for 2003 toyota corolla?

Okay before I had a problem with low idle problems and so i got an answer to get my check engine light read, and clean or replace the Inake Air Control Valve. So I checked out the code for the check engine light and it's an O2 sensor on the exhaust, so most likely on the catalytic converter. But im pretty sure its not the catalytic converter because i would be losing power and the engine would hesitate on high RPM. I then bought some carburetor cleaner so that i could clean the IACV. Also on the carburetor was alot of carbon build up on the valve so i also cleaned that up. Well the low idle problems persist but I have been lately having cold weather down in south Florida. So now i took it out for a ride and im having high idle problems around 2500-3000 RPM's. It's got around 260,000 miles and the check engine light is still on. Manual 5-speed and I just recently changed the motor oil and filter along with cleaning out the air box and air filter. Any suggestions as to what's happening.

Replace the IAC. The reson you have high idle during cold weather is the automatic choke will turn on. If the code reads a O2 sensor. It in more likely a vacuum leak in the intake manifold. Specially near the fuel system or on it.
