High Boost vs Low Boost - how is the HP curve affected?

Given all other factors are kept the same (engine and turbo set-up etc.), would an engine running on low boost produce peak horsepower at a lower RPM than the same engine running high boost?

So by turning up boost, you are simply delaying when the waste-gate will actuate - yes?

Also, to run higher boost, the most important thing you need is stronger internals - correct?
