High beams stuck on 1986 mercury?

Just bought a 1986 mercury marquis, when I turn on the headlights the high beams are stuck on even after I pull back a few times on the turn signal/hi beam switch on the steering column. Then after about a minute or less the headlights cut off completely. Then go on and off after that, I'm thinking the dimmer switch in the steering column needs to be replaced? But don't understand why the headlights are cutting off all together. Any help is appreciated. thanks
