High Ammonia in Fish Tank? help!!?

Okay, so i bought a 10 gallon fish tank and i put 9 feeder fish (goldfish) in it. I have recently figured out that was too much, but i don't want to get kill of 4-6 fish (i have no other place for them). My pH was very low so i added baking soda to bring it back up. They are making bubbles at the top of my tank so that means high ammonia, so at high ammonia should i drain the tank or should i leave my tank at its state and keep raising the pH? And i really don't want to drain my tank cuz this will keep happening every other day, and i don't want to kill them. So what should i do?
