Hi I am laying a small patio with 25 slabs in the middle of my garden, ?

I have been told to sprinkle sand raking it level then sprinkle dry cement powder also making it level then place the slabs on this mixture making sure that all the slabs are level then pour water onto the slabs and leave to dry allowing the cement to set then fill in all the spaces with dry powder and also wet is this correct
 
it will harden, but it will crack easily and if you get the cement on the slabs, it will stain
