Hi Guys: What is a pre-amp, what is a stereo amplifier, and do i need both?

I am buying a turntable and i want to know what i need because it doesn't have an inbuilt pre-amp; i want the best stereo system and so which is better; do i need both and is their anything else i need to ensure the best sound
