Hi can I suit my 1 block nabor because there dog was chaesing me riding my bicycle?

Hi I was on my home from work & it was 11|10pm. When I was riding my bicycle & I was 1 block away from my apartment, I saw my nabor he had his security gate wide open & his damn dog started barking @ me & end up chasing me for 25 seconds & I was going 14mph & got so scared to death. I even sweat & my heart was pump so hard. I almost crash to my left side park car & I had no choice & I kick the dog nose with my right leg because that dog was too close to me & I lost control of my bicycle. But I did not made a hard kick to the dog nose & it happen so fast. What is your opion to this?

I'm also afraid that if I do not report this soon, possibility my 1 block nabor will report me for kick his dog & it will look bad on my for not reporting first. Thank you...
I'm sorry I mean sue my nabor. I do not know anything about dogs but the dog it look like similar to a K9 dog. Just to let you know.

your neighbor can't do a thing. you call the ASPCA. The "dog pound" and tell them your neighbors dog get's loose and is chasing you and trying to attack you and your neighbor does nothing to stop the animal. they will come to his house with at least a warning the first time, then if it happens again its documented. the second time they will take the dog away. you don't have to talk to your neighbor if you are uncomfortable about it, you just call the local Dog Pound, or ASPCA.
By the way, You write with an accent, so I'm assuming, and i may be wrong, but I'm assuming that your English and your use of looking up phone numbers is difficult for you. so, if you can't do it on the internet, do this, go to the library. ask for the Librarian and tell them you need them to help you get the local phone number and address for the ASPCA or dog pound. The Librarian will help you. Not some smuck at the counter, remember "Librarian, they are the experts in the Library with 6 years of College Education. Or just call the 411 operator and ask for the ASPCA in your town. Good luck.
I know a fellow who did get bit by his neighbors dog about 2 weeks ago, it was a pit bull that charged at him. bite him in the arm and would not let go. the guy keep punching the dog, but he never let his grip go. he called, the police and the dog pound and they took the dog away. the owner will now be paying for the damages. you don't want things to go that far.
 
dogs like chasing things, simple fact of nature.
sounds to me like the dog is hurt more than you so what you gonna sue for???
