Hey Can i become toned in three weeks?

Hey guys im trying to become toned in three weeks and im wondering if its possible. At the moment im fractionly chubby, 17, weigh 62kg and im about 5'8-9 (just turned 17 :P).
At the moment i run about 4km in the mornings and the about 6km + in the evenings. I like running and recently, over the past couple of months, have become quite fit and lost a fair bit of fat because of it. However i still have a reasonably noticeable amount of fat on me. I do about 50 pushups every morning and night.

In the mornings i eat 1/2 cup of oatmeal with a teaspoon of sugar.
Snack i have and an apple, small yogurt and health bar.
Lunch i have a lean chicken sandwhich on wholemeal bread.
Snack i have 2 wheetbix with milk
Then small dinner.I drink about 2-3ltrs of water a day.
Just wondering if its possible for me to lose that excess fat and hopefuly look toned in three weeks by following this :)
** ( I already have a fair bit of muscle only its covered up by my excess fat) **
