Here's a biggie... Im responsable for setting up branch offices...?

I responsable for setting up co's branch offices, I'm assigned an address of 200.131.189. each office will need to have 12 host's but, the co manager wants to be able to expand (futureproof) to 16 hosts. I need the most amount of networks available for the branch offices. If you find it's 200.131.189 Please explain your process. How, Why? How do the offices get their ip's
