Helping my dog walk on harness.?

I have a little long haired Chihuahua who was rescued at a Meat Market in Korea by a friend of mine. My friend took her to the shelter where we both volunteer, and I couldn't help but adopt her. It was one of the best decisions of my life! She's a very, very, very sweet dog, considering she has spent so long in a cage. She's people friendly, great with kids, good with over pets, and generally a sweet and petite dog. However, when we go on walks, it's a bit hard to keep her going. Recently I decided I wanted to start going on long walks. Being as she was probably never walked, I understand she needs to build up to that also. When we go out, she will walk fine for a couple of minutes, and then lack behind completely. It's almost like I'm dragging her to come with me (I'm not of course, she's just going so slow, and I don't walk fast.) If we pass a lot of cars in an alleyway, or people, she will sometimes come to a fast halt and I have to pick her up and carry her until we get to a less crowded area.

How can I help her become more confident on her walks?
