What are some reasons why the texas legislature should meet annually vs. bi annually.

What are some reasons why the texas legislature should NOT meet annually vs. bi annually.

because they always go into extra sessions anyway. These people make a salary....i think they should have to report to work as much as possible. I don't remember when the last time was they got everything wrapped up in the original time frame.
