Help with Spore civilization stage,please? ?

I am playing the civilization stage in Spore. The only nation left besides myself is the Red Nation, and they are my ally. They just rang in with the message "We've won! Lets band together, so the world can live as one."

My only option is to say "I'd hoped someday you'd join us."

I know I have to choose that answer to progress in the game, but I am dying to know what will happen when I do. Does this mean I lost the civilization stage?
 
No you win and move on to the glorious Space stage!
BTW do you like spore? Everyone was harping on it. I can understand their criticisms but I still enjoy the game.
