What is the best way to scan photos in order to store and view them digitally.

In particular what resolution should they be scanned at. I am told that if the resolution is too low the pic quality will be bad but if it is too high the file sizes will be too large without any corresponding increase in quality as the scan cannot improve the quality of the original. Please help?
