Rays of the Sun are seen to make a 31.0° angle to the vertical beneath the water. At what angle above the horizon is the Sun?
im dealing with snell's law of refraction

The angle above the horizon that the sun is at, is also at 31 degrees. The law of reflection ensures that the angle of incidence is equal to the angle of reflection.
