Help with my daughter's Generic Apad

my daughter somehow reset her generic android tab to it's factory default settings and whenever we start the tab everything is normal except that the touchscreen is locked. we couldn't click on anything even the slider to unlock the touchscreen. can somebody please help on how to unlock the screen? this is my grad gift to my 11 years old daughter.
 
Hey....

I found a guy on another forum say:

"Most likely the cable for the touch screen inside the device has come loose, this is another known issue with the apad. Please wait for our reply to your ticket for a solution to this matter."

Do you think this may have happened?
