Help with ill blackmore fish?

We have had a blackmore fish about 4 weeks. last weekend we bought him a companion. A coupld f days later the blackmre started to develop small whit spots. We went to the et store and they advised that this was white spot and i bought some white spot treatment. We started treating him on Wednesday and followed instruction of treatment. However these white sots have developed into what looks a bit like cobwebs, we thought that this must be normal as it seemed they were starting to come off. This morning the blackmore is very still and only moving about a little, he hasnt come for food as he usually does and this cobweb type coating seems to be worse and also seems to be over one eye. Is this what should happen when treating for white spot, or is it something else? Any advice would be great! thanks in advance
