Help With HTML and php?

Ok, I'm new to HTML, and I have gotten the fair gist of it, but I need help with something. I believe it's called an "Action Page" in php or cfm or something. I added a comment box to my HTML page, but when you type something in and submit it, it says "Cannot Display Webpage". I think I need a php page, but I'm not sure how to go about that. Help?
