help with HTC aria(liberty)?

I already found out, the hard way, that this phone will not support live wallpapers. So, I decided to download a theme. Only it's telling me to download and install Pandahome, Ahome or Openhome. When I try to do this is tells me that security settings on my phone won't allow for installation for programs outside the market. How do I change the settings????
