help with honda accord 1990?

okay, i have a serious problem with my car, my honda will sometimes start and sometimes it wont, i know its not the fuel pump, because i already put a new one in, and we looked for the relay and it wasnt there, but maybe someone knows where it is, or another reason it wont start? thanx.
 
relay should of been on the drivers side...by the kick panel....

open up the fuel line from the fuel rail to check for fuel...
check to see if you get any spark fromt he spark plug wires when you crank the engine...do this by unpluging one wire at a time to check for the spark...
also check if the intake is sucking in any air....

air, fuel and spark are usually the problems to this...
