Help with bluetooth please. I don't know computers =/?

I have a Dell Inspiron 19, & it says that I have Bluetooth Support Service. I start the service & try to connect my phone & nothing happens. Is there other steps that I need to take? Any help you can offer me is greatly appreciated I am so frustrated & am about to give up.
I'm not trying to connect it via USB. I am only trying to connect it via Bluetooth.
