help with a international number?

Okay here it is I need to call China and that country code is 86 and the city or area of Guangzhou and that area code is 20 now the fist five numbers she gave me was 00186 with about eleven other numbers which I assume is her personal number but I still cannot get threw does anyone know how to make a call to China in the area I mentioned
