Help with 1983 dodge Carb!!?

Hi i have a 1983 dodge pickup i just got my carb back and installed it , It starts right up but the problem is it sounds like its running at 8000 rpm or like some one has the gas pedel all the way down .

I wont let it run to long just a few secs at a time dont want to blow something how can i make it lower is it to much fuel and air?
how can i ajust it and wear?

could use some help.

i have a 1983 power ram 150 custom dodge 1/2 ton pickup 318 4brl carter carb
 
You didn't say the manufacturer of your carburetor. (A CARTER CARB!! NOW I see it, sorry....

But I have a lot of info on carbs from the years 1965-72. There were 4 different carbs for the Chrysler 318's in those years.
all of them have adjustments for idle speed, accelerator pump adjustments.
Also if you have an automatic transmission,the "vacuum kick down" adjustment. If you floor the gas pedal just a quick second, then the engine settles down in rpms.

I have the CHILTON Repair and Tune-up guide for Barracuda and Challenger. 1965-72. It covers all engine sizes and 10 different carbs....all with adjustment guides step by step.
Perhaps you can find the 1983 Chilton guide at a big library near you?
 
you need to check the throttle cable then the choke speed cam and all gaskets and hoses for leaks
