help with 10 gal cycle?

i have 3 danios and one live plant now for 3 weeks. i have been adding a bacterial supplement and something called nite-out. my water has not had a bacterial bloom should it? the water has a high nitrite level i don't want to do a water change because i might undo any bacteria growth. What should i do
