HELP! What are inactive VINS, if there are such a thing, and how can you look...

...them up? stolen Motorcycle? THGIS IS VERY COMPLEX SO PLEASE BEAR WITH ME
I am the lucky winning bidder of a motorcycle on Ebay the seller provided a VIN which when searched gives ZERO results and says this is why QUOTE:

"the title was lost after the previous owner passed away. His family had no idea where it was, so I bought it with no issues and have the bill of sale indicating the purchase. I have already sent off for a vehicle history from the state of Illinois and everything came back clean. The VIN is clean and clear, but is in their inactive file since it has been a few years since it was last registered. I have included the VIN here (JYA4H7005BA119772) for your review as well. The machine will have to be insured first and then and titled with the state or an out of state title agency that caters to lost titles and/or antique vehicles. If you use a service, you will save time and money. The State will take a little longer and the cost is about the same ($165.00). You will receive all of my paperwork, correspondence with the State of Illinois and a bill of sale from me as well."

When I Look up the VIN on Carfax it is non existant and the Buyer wants payment ONLY in cash:

I believe I should ask to pay him in check for a record of the purchase, however his copertiveness is questionable. How can I look up the bike to see if it is stolen as the VIN I have is obviously inactive/non-existant - AND if I do buy the Bike and it turns out it has been stolen what gaurantee do I have That I will get My Money Back. How Does this play out and What should I do? HELP!!

Wiggysan is correct in that you may get a better answer in the transport section so perhaps post this there.

Also, it may not be the same where you are but the country I live in you can phone a government department that will do a search of the bikes previous details and can then tell you if the bike is stolen or not.

If I were the seller I would also not be happy to take a cheque unless it was a bank cheque which is equivalent to money in hand. You could perhaps ask if that will be acceptable as then you do have a record of it with the bank. Also make sure you do as he wants to do and have him produce his licence and take the details from that down so you have record of his selling the bike to you. Make him sign the receipt.
