Help tracking a stolen iPhone using the IMEI#?

From all the other "related" questions, the people who answer these seem completely clueless as to what to do or what to download. But I will give it a shot anyway.
My $300 iPhone 4 was stolen today. Obviously, I went through the process of reporting it as stolen through AT&T and switching back to my 3GS for the time being. So as of right now, AT&T has the IMEI# of the iPhone 4 in their system as stolen and it is locked in case the idiot who took the phone tries to activate it. That issue is taken care of. I really want to catch this guy and press charges. I have had enough issues with people like this and right now he is at the top of my S***list. The iPhone also has a lot of personal information in which I do not need him or anyone else having access to, so it's a bad situation.
Tonight, I was looking through apps on my 3GS to track other lost/stolen iPhones. Most require an application to be downloaded onto the phone before it was stolen in order to track it. I did find one application that allowed users to enter in the phone number of the lost or stolen phone and track it. Since I switched my phone number back to my old phone that tracker is obviously useless. I do know that each IMEI# is specific to the phone and I have the IMEI and all of the other information about the phone on the box. Could the phone be tracked using the IMEI? And if so, what do I need to do in order to track the phone? I am willing to pay a little bit of money, if necessary, to be able to track the phone. It has a lot of worth to me.
