help stopping fish thieves?

you could use a "nanny cam" to catch whoever is stealing the fish. Whenever you find out who it is, you can go to the police with the evidence. I've seen several people do this and end up having the video clip shown on national television.
 
the cleaning crew is stealing guppies from my friends tank at work, it's happened to him a few times and a few times to another person in the office. any ideas on how to stop them?

Its been reported to the boss but nothing has been done yet.
he cleans the tank himself, it just a 5gallon on his desk, i think he is looking into buying a security camera but i figure there must be a more cost effective way.
the crew comes in after hours after everyone has left and its a government building i don't think they would allow him to stay late.
