First I will let it cycle. Does this sound ok?
2 Dwarf gourami
4 neon tetras
1 pictus catfish
1 red-tailed black shark

I don't want mollies or guppies. I want tropical fish.

Just to be correct.. mollies/guppies are very much tropical.

The red-tailed shark needs a bit more space, so I'd count him out of a 20 gallon.

You should add a few more neon tetras (around 6) they like to school .. however, I would suggest cardinal tetras, they have the same pattern but they're a bit larger and more brightly colored.

Your pictus catfish will also get too large for your tank. Why not try a school of corydoras instead?

Red tailed sharks grow to about 5-6 inches and can get mean and territorial. 30 gallons would be needed for them. More if you wanted tankmates.

Pictus catfish max around 8 inches I believe, and need about 55-75 gallons. Also, once they get around 4-5 inches, theyll eat your neons.

Tetras are schooling fish, so add about 4 more of them. And as another person suggested, add about 4 cory cats.

Rule out dwarf frogs. Its hard to make sure they get food when you have fast fish in the tank. And why dont you consider mollies or guppies tropical?
