I'm working on my pro case outline. I have an attention device. the topic is merit-pay for teachers.. and I am on the pro side. I don't really understand the layout at all. Can you explain what my thesis and impact would be/ look like? i'm so so lost. and about the arguments 1, 2, and 3, would I just put 3 reasons why merit pay would be good and then evidence to support it?
