Help, please! I'm having problems with my 2002 Jeep Wrangler heater when the blower

is on hi it doesnt switch I have a 2002 Jeep wrangler. When my heater is on high and I switch it from blowing on feet to top vents it won't switch over when running on high I have to turn down the blower speed. Also when I'm driving on the high way the heater slows down blowing air and speeds up when I'm driving slower. Anybody had this problem? Is it the resistor?
