Help on my Long Composition?

Hi. I live in a city named Springfield, Ma, and 10 of our schools have been deemed under performing, including my school too. I need to finish a final copy of my long composition. Its about solutions to the problem. The essay requires 5 Paragraphs. Can you please help me make one? The topics are 'The Problem' , 'How did it get this way' and 'How should it be resolved'. I'm also confused on how to make a introduction and conclusion paragraphs. Please help me. 10 Points for the best answer. :'(
