Help on keeping Dwarf Puffer fish?

I'm getting very confused by the conflicting information available about keeping these critters.

I have a 30 litre tank with a few fish in at the moment. Most of these will be donated to my sister when I'm ready for puffers. I would like to keep my plec, not sure what kind he is but he's small and mostly peaceful. Can I keep him with puffers or should I get an oto or some such?

I have snails in my tank. Not sure where they came from I think they might be Malayan Livebearing snails, but I'm not sure. Will the puffers like them to chew on or do I need different snails?

I currently have an under gravel filter, but I hate it. It gets clogged up all the time and I can't have as many plants as I'd like. Again I'm a bit confused by the amount of information out there about filters as the UGF is the only one I've used. I'd like something quiet as it's in my living room and fairly easy to maintain. I liked the look of sponge filters but I'm not sure. Any advice on what to use would be fab.

I'm thinking two or three puffers, with plenty of plants, some kind of sucker (plec or oto) and maybe some shrip. Is that sensible or overcrowded? My tanks a high corner one.

I've been told dwarf puffers will eat earthworms. Is this true? Are they just normal earthworms? I was thinking about setting up a wormery in the yard to breed them.

I think that's my lot, sorry for so many questions!
