help my xbox 360 wont work its red but it does not flash like it should?

i just got an xbox from one of my cousins friend and when i went to go use it it just started to turn red but the weird thing is it does not flash, it just stays red and makes a weird sound. and another thing is i was wondering does it need the hard drive so that it works better? and if i need to take it in how much would it cost me to have the person fix it ? oh and i don't know when the xbox goes out of date.
 
Turn it off disconnect everything and connect evrything again while is off after everything is connected turn it on if this continiues.take it to a shop it would cost like 60 to 70 bucks 2 fix it
