Help! My Poor Betta Fish is almost dying!!!!!!?

I'm not gonna yell at you because your heart is in the right place. I do need to know the answer to a few questions to help you.

How often do you do water changes?
How big is the tank?
Is it heated?
How much water do you change per water change?

I say go find a fungas medicine from the pet store, and if the tank is not heated, heat it. If you do not already, do 25% water changes once a week.
 
I got my Betta Fish Bubbles a few months ago in 2008. He is dark Blue. We have noticed he has never opened his tail or fins since we got him. My other Betta, Bamboo, always does. He is cute! Bubbles doesn't eat very much, and sometimes he has these cottony things hanging down on the end of his tail. I'm not using any medicine. They go away on their own, then a few days later, they are back! He floats in one corner of the tank, and he hardly eats. I was thinking maybe he would open his tail, if I placed my two Betta tanks next to each other. Bamboo, of course, flares. Bubbles doesn't even flinch. In my experience as a Betta Vet, he might have a parylyzed tail. I'm not sure, though. What's wrong with my poor Bubbles? Please Help! I love him very dearly!

I don't! My water is always clean, and filtered! I'm a Betta Vet! What do you know?
Cotton Wool? Hmmm.... maybe. I'm really sorry. What type of medication would be good for him?
Will calling me a horrible vet help you somehow? No, it won't. So, there is no point in doing it. I adopt Bettas from all over the world, to save them from cruel pet stores. Bettas are my life. So I guess that means I'm a bad vet. Suree.
If I use medication will he open his tail? He hasn't opened his tail before-never. And It's been almost a year. He doesn't eat, or play. It's like he is Parylyzed. So, if I use medication, he will open his tail, and be normal, and flare, and all that?
