Help... my Betta Fish is sick?

My brothers better Fish is sick, it wont eat and just lies on the bottom of its tank on one side not moving unless scared. Im taking care of it as he is away, he loves the fish and i really dont want it to die. It has been treated for tail rot for the last month. I read that maybe it was a Swim Bladder infection... how can i help make the fish better if that wat it has... What else could it be?

PLEASE HELP!!!!!
