Help me with this riddle?!?

In Group A, there are the words melon, front, ski and fall and in group B, there's the words friend, ball, book and tower. The word tower can go into group A. Why?

I don't get it. My brother's teacher gave this to him and he told me to post it up here.
 
cuz you can put the word "water" before them to make a new word
watermelon, water tower, water ski, water front
 
Because all the words in group A can follow the word water
ex. "water"melon "water"front, waterski, waterfall, water tower...
