help me to edit host file for restore 3gs to 3.1.3

i am a new guy in iphone flashing-read many posts but can not restore my iphone 3gs to 3.1.3.

iphone problem is phone disabled-customer said its version is 3.1.3 (5.12)

so tried to restore using file

iPhone2_1_3[1].1.3_7E18_Custom_Restore_Activated_iLikeMyiPhoneDotCom(302mb)

an error as

"""""could not be restored -an unknown error ocurred 1600""
