Help me please when I try to open some programs on my computer I get a weird error...

...and I dont know what to do? When I try to open a lot of programs or change things from the control panel I get an error that says:

This service cannot be started either because it is disabled or because it has no enabled devices associated with it.

Please can I have some suggestions on how to fix this problem??? its really important
